Every name in Genesis has a meaning, but were those meanings intended from the beginning? Who named them?

When I look at the people in Genesis, I see that each name has a meaning. For example, Adam means man and Noah means comfort, and we know that these meanings are derived from Hebrew.

Adam was probably named by God, so does that mean he was named with intent?

Did the names that came after this also have intentions first and the names were created? Or did the names come first and meaning was created through them?

If Adam's name is derived from Hebrew, is Hebrew a language that existed before there were people, or is it the language of God?
